Deployments and Surplus Employees
Last week the National Executive met with Sophia Trottier, Assistant Vice-President of Labour Relations at NAV CANADA, to further discuss surplus and deployment letters issued to ACC employees in December of 2020. Following this meeting, NAV CANADA provided CATCA with a letter detailing their plans to rescind and reissue surplus letters.
The notice received from NAV CANADA is disturbing and a blatant attempt to circumvent Article 32.05. CATCA is concerned about the immediate short-term effects and the psychological toll on our Members. These long-term effects on both the Members and the viability of the Company to maintain a safe operation as traffic increases in a post-pandemic recovery of the sector.
NAV CANADA has advised CATCA they will be moving ahead as follows:
- On March 16, 2021, the 44 surplus letters issued to ACC employees on December 9, 2020, will be rescinded; there were 49 surplus letters issued on December 9, but that number has since been reduced to 44.
- On March 17, 2021, there will be an additional 17 deployment letters issued to ACC employees; the list of employees being deployed will be provided shortly.
- On March 18, 2021, surplus letters will be issued to the same 44 ACC employees who received them on December 9, 2020.
Given that the surplus letters will be issued on March 18, the surplus period will be reset to commence on March 18, 2021, and run for six (6) months; the new date is now September 18, 2021. NAV CANADA has also stated that during the three (3) day period of March 16, 17, and 18, the affected members will have the choice to be placed on Other Leave with Pay.
