DAATS Update

On November 3, 2025, NAV CANADA announced its decision that Hamilton Tower will be the second DAATS unit to operate out of the Kingston Digital Facility, joining Kingston FSS. This transition is planned to begin in the fall of 2027, with operations currently targeted to commence sometime in 2028.

CATCA supports advancements in technology, provided they are implemented properly and have demonstrable benefit. CATCA recognises the potential benefits of remote tower services in expanding and improving the ANS, however, the direct benefit of adopting this technology in a control environment is still unclear and unproven. Other forays internationally have experienced mixed results. Nevertheless, we are committed to collaborating with the Company in a constructive approach to ensure a safe and smooth transition into the digital environment where appropriate. Our members have been heavily involved in this transformation to date, and we will insist that they continue to be included as partners to promote a positive outcome. 

This is a major change, and we recognize the stress and disruption this decision will cause members at Hamilton Tower and elsewhere. However, this is only the first of what will eventually be many, so we will be very careful and cautious that the changes are undertaken with the utmost respect for the operation, and the people who run it.

In the coming weeks, we will be working with NAV CANADA to develop an HR plan that ensures that the best interests of our members are protected throughout. We will continue to keep members updated as the project progresses and encourage any member to reach out to share concerns or offer recommendations for our consideration. Operational input is an indispensable component of ensuring this will work.
