Last week CATCA received a final response from Nav Canada regarding the classification committee recommendations delivered in April 2025.
These recommendations derive from the August 2023 LOU signed in conjunction with collective bargaining which agreed to examine several longstanding issues related to classification.
Initial recommendations by the committee were communicated in September 2024, however, these recommendations could not be mutually agreed upon. For CATCA, the principal issue was related to the recommendation to revisit the existing LOU linking the 4 majors to their ACCs. The committee was therefore asked to reconvene and conduct further work.
The final recommendations by the committee were made on April 29, 2025, with a final response to them coming from Nav to CATCA in September and October 2025. Those responses included the following:
- The creation of a non-pensionable “YYZ runway complexity supplement” for YYZ tower in the amount of $8,000/annum.
- The ATCP level for non-control positions remains unchanged.
- A review of the Job Descriptions of the RTS and AOS followed by an assessment of whether the roles should undergo a Classification review.
- Despite the recommendation by the committee to develop a new counting system for ACC and Tower traffic, Nav Canada did not address this in their response.

We understand that any changes or discussions regarding classification can be contentious and controversial. The CATCA Executive Board continues to be committed to pursuing our mandate to improve the terms of employment for members in accordance with our policy book.
